I am directed by the Local Government Board to acknowledge the receipt of your letter of the 4th instant, No. 26752/98, enclosing copy of correspondence with the Officer Administering the Government of Hong Kong, relative to the proposed adhesion of that Colony to the Venice Convention, and I am to transmit to you herewith, for the information of Mr. Secretary Chamberlain, the accompanying copy of a minute on the subject by Sir Richard Thorne, Medical Officer to the Board.

The newspaper cutting referred to in the last paragraph of Sir R. Thorne's minute is not enclosed herewith as it is not considered necessary for Mr. Chamberlain's information.
